Legislative Reapportionment Commission

Article 2, Section 17 - opens in a new tab of the Pennsylvania Constitution provides for a Legislative Reapportionment Commission to redistrict both chambers (the state Senate and the state House) in the year following the Federal decennial census.

The Commission consists of five members: the four caucus floor leaders, or deputies appointed by each of them, and a chairman to be selected by those members or, if they cannot reach agreement, by the Pennsylvania Supreme Court.

The Supreme Court of Pennsylvania this afternoon entered an Order unanimously (7-0) finding "that the Final Reapportionment Plan of the Pennsylvania Legislative Reapportionment Commission filed on February 4, 2022, is in compliance with the mandates of the Pennsylvania Constitution and the United States Constitution and is not contrary to law, and, therefore, shall have the force of law." The Court also "ordered that said Plan shall be used in all forthcoming elections to the General Assembly until the next constitutionally-mandated reapportionment shall be approved."

The 2021 Pennsylvania Legislative Reapportionment Commission, on Friday, February 4, 2022, approved the Final Reapportionment Plan for the Pennsylvania House of Representatives and Pennsylvania Senate, in accordance with Pennsylvania Constitution, Article II, Section 17(c). The Commission has filed the Final Plan with the Secretary of the Commonwealth, and the Final Plan is available on the Commission's website.

The Legislative Reapportionment Commission has scheduled a voting meeting on Friday, February 4, 2022, to consider matters related to legislative reapportionment. The meeting will be held in Hearing Room #1, North Office Building, starting at 1:00 p.m., and will be livestreamed.

As of 11:59 p.m. on Tuesday January 18, 2022, the Legislative Reapportionment Commission will no longer accept legal exceptions to the preliminary plan or general comments through email submissions to the website portal or written documents through US Mail.

The Commission sincerely appreciates the nearly 6,000 submissions from citizens and organizations from all regions of the Commonwealth.

The Legislative Reapportionment Commission has scheduled a public meeting on Monday, October 25, 2021, to consider matters relating to legislative reapportionment. The meeting will be held in Room 8E-B East Wing, from 10:00 a.m. - 11:00 a.m., and will be livestreamed.

The Legislative Reapportionment Commission has scheduled a hearing on Wednesday, October 13, 2021. The purpose of the hearing is to explore legislative redistricting issues affecting racial and other minority populations, including concerns under the Federal Voting Rights Act, with testimony from invited experts. The hearing will be held in Hearing Room #1, North Office Building, from 2:00 p.m. - 5:00 p.m., and will be livestreamed.

At its September 21 meeting, the Legislative Reapportionment Commission approved Resolution 5A, which would exempt prisoners in state correctional institutions who are serving minimum sentences that will expire after April 1, 2030 from data reallocation under the provisions of Resolution 4A, which was adopted by the Commission at its August 24 meeting. A resolution similar to Resolution 5A had been proposed by Senate Majority Leader Kim Ward at that earlier meeting but had been tabled so that Commissioners would have more time to consider its implications.
