Plan favors geographic neatness not fair voting
Lumping Upper Makefield in with Newtown and Lower Makefield is eye-pleasing from the standpoint of geographic neatness, it unfairly creates an overwhelming Democrat District. Packing voting districts so as to overwhelmingly favor one political party while crippling another is the antithesis of the purpose of redistricting, but that is what the preliminary plan does. Bucks Proposal 1B is what the preliminary plan is not - fair. It may not have the eye-pleasing, tight districts of the preliminary plan, but from neat geographic lines fairness does not necessarily flow.
