Official Submission for PA Senate Districts

This is my official submission for Pennsylvania's State Senate Districts, made on https://www.redistricting.state.pa.us/comment/. This plan is the same as the one I have posted on the Public Comment Portal, https://portal.pennsylvania-mapping.org. Check my submissions there for more details about this plan. This plan provides a compact and fair map for PA's State Senate. According to analysis from Districtr and Dave's Redistricting App (DRA), this map is expected to produce a result of 26D-24R. This accurately reflects the composition of PA's electorate. In addition, there are numerous competitive districts (DRA lists 12 highly competitive districts) that allow each party to win a majority of the seats, given that they provide strong enough candidates. Communities of interest have been followed, with minimal city splitting unless where it is needed, like Philadelphia and Pittsburgh. Minority representation is much better than the current Republican gerrymander, and there are much fewer county splits. In total, this map blows the previous decade's map out of the water when it comes to proportionality, competitiveness, minority representation, compactness, and county splitting. It also has a less than 1% population deviation, making sure that ALL votes are equal in value. Having a population deviation over 1%, in my opinion, creates an unbalanced representation as some votes start to count more than others. I strongly recommend the commission to consider this map while drawing districts, and to pass something similar to this. Thank you for your time!
