Preprints Page.) All districts are compact and contiguous and meet population requirements. The map earns a rating of "good" on compactness and not splitting local jurisdictions, and reasonable ("ok") on minority representation. The map contributes to producing a competitive legislature. Thirteen of the fifty delegates are from from competitive districts. The map is verified to be free of gerrymandering. Twenty-six of the districts favor D's, twenty-four favor R's.
