Horizontal House districts in Bucks
I am a resident of Bucks County, House District 29. I thank you for this opportunity. I want my opinion to be part of the legal record of the 2021 redistricting process for the Commonwealth of Pennsylvania because I feel the current method of redistricting has created significant impediments to true, universal representation in the PA House Of Representatives and contributes to gerrymandering. My focus is Bucks County, in which I reside. I know that the Constitution of the Commonwealth has several criteria for acdceptable configuration of House districts. I would like to focus on that which seeks to protect representation of communities of common interests. Bucks County has long been generally recognized as having three horizontal population regions: Lower Bucks, Central Bucks, and Upper Bucks. Among other distinctions, there is population density and employment choices/opportunities. One of our large school districts is named Central Bucks. My residence is in Central Bucks, House District 29. My district stretches diagonally across Bucks County southwest to northeast, excluding regions of Central Bucks that are represented by other members of the House. Their districts may be equally as non-horizontal. To the best degree possible, I believe I would be better represented in the House if my district boundary reflected more uniformly the section of the county in which I live. Therefore, I ask the Legislative Redistricting Commission, as much as Constitutionally possible, to realign Bucks County to reflect the three horizontal population regions of the county
