It is incumbent upon our Commonwealth, to take the necessary steps to empower all residents of Pennsylvania, especially within the local confines of Penal Institutions, by making the below changes to House Bill 1300, Session of 2021, Printer’s No. 1760: Page 32… Section 702-A (a) General rule — (3) Except as otherwise provided in this subsection, (delete -no) (add +all) 29 individuals who (delete -is) (add +are) confined in a penal institution shall be 30 deemed a resident of the election district where the 20210HB1300PN1760 - 32 - 1 institution is located. The individual shall be deemed to 2 reside where the individual (add +is) (delete - was last registered before being) 3 confined in the penal institution, or, if there was no 4 registration prior to confinement, the individual shall be 5 deemed to reside at the (delete -last known) address (delete -before) 6 of confinement.
