No to Ward's exemption for length of sentence

I have just learned that Senate Majority Leader Kim Ward has proposed a resolution to exclude prisoners with more than 10 years left on their sentence form being counted in their home communities for the purpose of redistricting. I strongly disagree with this resolution and urge the committee to vote against it. No matter when a person is released, the primary issue is lack of representation and lack of access to constituent services. Those who are incarcerated for longer periods of time need those services as much as those who serve a shorter sentence.
