End prison gerrymandering

The key issue is representation and access to constituent services. People imprisoned for long periods of time deserve representation and access as much as those wit shorter sentences, and their community members outside of prison. Regardless of sentence length, counting incarcerated people at their cell location inflates the voting power of people living near a prison and dilutes the representation of people in communities whose residents have been sent to prison. It is an insult added to injury for impacted communities and a circumvention of democracy.
