Count incarcerated persons in their home districts

I am strongly opposed to the resolution introduced by Senator Kim Ward regarding prison gerrymandering. Incarcerated people should be counted in the district from which they hail, not from the district where they are incarcerated. This should be true regardless of the length of their sentence. Counting these people in their home districts will put resources where they belong-- in the communities from which those individuals come. I also want to express outrage that the vote on this was announced with less than 24 hours notice. This underhanded action defies all principles of transparency, due process, and good government. I hope you will join me in strongly opposing this resolution.
