No exceptions for length of sentence remaining

I was not happy to see that Senator Ward is trying to at least partially circumvent the rule adopted by the LRC to count prisoners in their home districts. It shouldn't matter what length of sentence prisoner's have remaining when the census is taken. I believe that Senator Ward's proposed resolution is politically based because she fears that counting too many prisoner's in their home district will hurt her party. There is no logical reason to have an exception to the currently adopted rule on this matter.
