Oppose counting inmates in prison districts

I oppose the inclusion of inmates in the district count of the prison in which they are currently serving their time. These counts artificially inflate the population of these districts, giving the unincarcerated residents who actually CAN vote have significantly more voting power per capita. The more distributive effect of counting inmates by where they resided prior to incarceration more fairly distributes the prison population rather than artificially concentrating the power accorded to their enumeration in a single district to which few inmates likely even have community ties.
