resolution to change prison constituent count
I just read that Rep. Kim Ward introduced a proposed change/limit to counting prison inmates in the district of their last residence based on the length of their remaining sentence time. There are several reasons that this is not a good idea. The primary one, in my mind, is that when inmates are released back into community - they go back to their home community. They need the supports in that district - not the district of the prison. Since those communities "pay" for them, that is where they should be counted.
