Prison gerrymandering has enhanced the value of mostly rural white people's votes while eviscerating the rights of urban and suburban, mostly non-white voters. The recent decision by the LRC to disallow the counting of incarcerated citizens in the district where they are incarcerated was correct. To insert a loophole such as the resolution introduced by PA Senator Kim Ward and now to be entertained by our legislators with a vote scheduled to be held in less than 24 hours, is clearly objectionable.
