Modifications made to proposed map

I made a few modifications to the map so that the people can be better represented. The main focus for me was the Lehigh Valley and Berks county. I made a variety of other modifications as well. These modifications were made to decrease population deviation, remove split voting districts, and in some instances to make districts more competitive. I list all my changes below. Finally, I would like to say that this map overall does a disservice to the people by having such large population deviations. Made changes to the LV: Allentown still split but districts more competitive, Berks was also modified, the 16th district picks up some of Bucks County to modify population deviation Lancaster area no split precincts and one district more competitive Split carbon county but decreased population deviation and leaves one district competitive Spit Erie County to decrease population deviation Minor changes between 20 and 27 to decrease deviation Districts in Chester County modified to slightly decrease deviation
