Prison Population
If a citizen is incarcerated, they are not able to vote in local elections. It therefore seems ludicrous to have the population of a prison included in the population used to determine congressional districts. Their Census data should be counted from their county of residence prior to incarceration. that would more accurately represent them, especially if they are released and become eligible to vote again. Please consider this fact when re-assigning congressional districts. Including the Non voting population of inmates in small rural counties like Somerset, Greene or Schuylkill gives a disproportionate representation to those counties when many of the inmates come from larger metropolitan areas like Philadelphia or Pittsburgh.
